{"id":531,"date":"2020-05-09T08:59:19","date_gmt":"2020-05-09T12:59:19","guid":{"rendered":"http:\/\/foggybottomline.com\/?p=531"},"modified":"2020-05-09T08:59:23","modified_gmt":"2020-05-09T12:59:23","slug":"saturday-morning-coffee-6","status":"publish","type":"post","link":"https:\/\/foggybottomline.com\/?p=531","title":{"rendered":"Saturday Morning Coffee"},"content":{"rendered":"\n<p><strong>A few articles I read while having coffee this morning:<\/strong><\/p>\n\n\n\n<p>This is a very disturbing video of two white men, a father and son, <a rel=\"noreferrer noopener\" href=\"https:\/\/twitter.com\/MeritLaw\/status\/1257740136168722434\" target=\"_blank\">basically running down a black man and shooting him in Georgia<\/a>. Warning: very graphic and horrifying to some. Hard to know what, exactly, they were thinking, but this amounts to a lynching. And as with lynchings past, the Southern white prosecutor avoided bringing charges against a white men for killing a black man. Until, of course, this video went viral. <a rel=\"noreferrer noopener\" href=\"https:\/\/abcnews.go.com\/US\/mother-unarmed-black-man-killed-georgia-speaks-ahmaud\/story?id=70552216\" target=\"_blank\">Now they&#8217;ve been charged<\/a>.<\/p>\n\n\n\n<p>Adam Serwer helps <a href=\"https:\/\/www.theatlantic.com\/ideas\/archive\/2020\/05\/americas-racial-contract-showing\/611389\/\" target=\"_blank\" rel=\"noreferrer noopener\">explain how this kind of thing can happen<\/a> in <em><a href=\"http:\/\/www.theatlantic.com\" target=\"_blank\" rel=\"noreferrer noopener\">The Atlantic<\/a><\/em>, and expands it to suggest that many Americans worried far more about the COVID-19 pandemic until they found out that it kills more people of color than it does white people.<\/p>\n\n\n\n<p>There are a lot of reasons for this, but Serwer attaches a concept from <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/The_Racial_Contract\" target=\"_blank\">Charles Mills called the &#8220;racial contract<\/a>:&#8221; that racism is at the core of the &#8220;social contract&#8221; and that this Lockean idea was never intended to apply to everyone. <\/p>\n\n\n\n<p>Serwer&#8217;s piece is long and protected by a metered paywall, but it&#8217;s worth the read. A powerful excerpt:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;The implied terms of the racial contract are visible everywhere for those willing to see them. A\u00a0<a href=\"https:\/\/www.nytimes.com\/2015\/01\/23\/us\/in-tamir-rice-shooting-in-cleveland-many-errors-by-police-then-a-fatal-one.html\">12-year-old with a toy gun<\/a>\u00a0is a dangerous threat who must be met with lethal force; armed militias drawing beads on federal agents\u00a0<a href=\"https:\/\/www.mediamatters.org\/sean-hannity\/fox-news-attacks-black-lives-matter-lawless-after-cheering-cliven-bundys-lawless\">are heroes of liberty<\/a>. Struggling white farmers in Iowa taking billions in federal assistance\u00a0<a href=\"https:\/\/www.politico.com\/news\/2020\/04\/17\/white-house-farmer-aid-193180\">are hardworking Americans<\/a>\u00a0down on their luck; struggling single parents in cities using food stamps are welfare queens. Black Americans struggling in the cocaine epidemic\u00a0<a href=\"https:\/\/www.washingtonpost.com\/archive\/opinions\/1989\/07\/30\/children-of-cocaine\/41a8b4db-dee2-4906-a686-a8a5720bf52a\/\">are a \u201cbio-underclass\u201d<\/a>\u00a0created by a pathological culture; white Americans struggling with opioid addiction\u00a0<a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/07\/what-the-crack-baby-panic-reveals-about-the-opioid-epidemic\/533763\/\">are a national tragedy<\/a>. Poor European immigrants who flocked to an America with virtually no\u00a0<a href=\"https:\/\/www.americanimmigrationcouncil.org\/research\/did-my-family-really-come-legally-todays-immigration-laws-created-a-new-reality\">immigration restrictions came \u201cthe right way\u201d<\/a>; poor Central American immigrants evading a baroque and unforgiving system are gang members and terrorists.&#8221;<\/p><\/blockquote>\n\n\n\n<p>Please go read the whole thing. You&#8217;ll be glad you did if you care about racial issues.<\/p>\n\n\n\n<p>Speaking of COVID-19, Governor Ralph Northam has suggested a willingness to begin <a rel=\"noreferrer noopener\" href=\"https:\/\/www.nbc12.com\/2020\/05\/08\/gov-northam-expected-layout-guidelines-reopening-virginia\/\" target=\"_blank\">easing stay-at-home and lockdown orders in Virginia starting on May 15<\/a>. I get that he&#8217;s feeling political pressure, and as I mentioned to a friend yesterday I expect he&#8217;s concerned that armed protests could lead to violence if police attempt to enforce social distancing. <\/p>\n\n\n\n<p>This looks like a measured step to hit the play button on the economy, with most restaurants and all fitness facilities remaining closed, and workers required to wear a mask. I personally think that the sensible policy would be to remain locked down until at least June 1. Opening and then closing again when the inevitable spike arrives won&#8217;t help the economy, and it&#8217;s not clear than anyone will go out anyway. <a rel=\"noreferrer noopener\" href=\"https:\/\/thehill.com\/homenews\/state-watch\/496593-trump-hits-serious-headwinds-in-polls-on-covid-19-reopening\" target=\"_blank\">Something like 65-70% of Americans think it&#8217;s too early.<\/a> But if Northam, a doctor, really thinks it&#8217;s time he should add one requirement: everyone going out, workers and customers alike, should have to wear some kind of mask or face covering. <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2020\/04\/america-asia-face-mask-coronavirus\/609283\/\" target=\"_blank\" rel=\"noreferrer noopener\">Historical experience in other countries suggest this works.<\/a><\/p>\n\n\n\n<p>When <a href=\"https:\/\/abc13.com\/stay-home-easter-in-person-sunday-glorious-way-church-services-covid-19\/6097576\/\" target=\"_blank\" rel=\"noreferrer noopener\">people attended in person church services on Easter Sunday<\/a> and in subsequent weeks started protesting lockdown orders, they sort of created experiments in virus transmission. We should expect to see spikes in COVID-19 cases if it really is dangerous to gather in large groups. <\/p>\n\n\n\n<p>And the results are in: Cases in Reno spiked according to the <em><a href=\"https:\/\/www.rgj.com\/story\/news\/2020\/04\/27\/recent-spike-washoe-coronavirus-cases-tied-easter-gatherings\/3035562001\/\">Reno Gazette Journal<\/a><\/em>. Same in <a href=\"https:\/\/www.ivpressonline.com\/news\/local\/covid19\/easter-brought-spike-in-covid-19-related-cases-for-ecrmc\/article_cad09234-812b-11ea-87f6-5be3ca0261e9.html\">El Centro, California<\/a>. Cases in Kentucky <a href=\"https:\/\/thehill.com\/changing-america\/well-being\/prevention-cures\/493707-kentucky-sees-highest-spike-in-coronavirus-cases\">spiked after protests<\/a>, but no direct connection is clear. We also know that <a href=\"https:\/\/twitter.com\/MDaware\/status\/1258830564280459264?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1258846733615935488&amp;ref_url=https%3A%2F%2Fwww.lawyersgunsmoneyblog.com%2F2020%2F05%2Ftechnicalities\" target=\"_blank\" rel=\"noreferrer noopener\">cases spiked drastically in Wisconsin after the election<\/a> several weeks ago.<\/p>\n\n\n\n<p>I actually expected to see a lot of stories like these, especially in the Texas town linked to above, and perhaps we will.
