{"id":492,"date":"2020-04-03T19:45:51","date_gmt":"2020-04-03T23:45:51","guid":{"rendered":"http:\/\/foggybottomline.com\/?p=492"},"modified":"2020-04-03T19:45:54","modified_gmt":"2020-04-03T23:45:54","slug":"captain-crozier-relieved-of-command","status":"publish","type":"post","link":"https:\/\/foggybottomline.com\/?p=492","title":{"rendered":"Captain Crozier Relieved of Command"},"content":{"rendered":"\n<p>A couple of days ago I posted about how COVID-19 <a rel=\"noreferrer noopener\" href=\"http:\/\/foggybottomline.com\/?p=488\" target=\"_blank\">sidelined the <em>USS Theodore Roosevelt<\/em><\/a>. In that post I wrote that I expected the Navy to take any action necessary to protect the crew and get the ship back in action as quickly as possible. Now it looks like this didn&#8217;t happen quickly enough to satisfy her Captain, and he was not shy about letting people know. This got him canned. <\/p>\n\n\n\n<p>After evacuating more than a hundred COVID-positive sailors to quarantine  on Guam, <a rel=\"noreferrer noopener\" href=\"https:\/\/en.wikipedia.org\/wiki\/Brett_Crozier\" target=\"_blank\">Captain Brett Crozier<\/a> became concerned that the Navy would not act fast enough to protect the rest of the crew. On 30 March, Crozier sent a <a href=\"https:\/\/assets.documentcloud.org\/documents\/6821571\/TR-COVID-19-Assistance-Request.pdf\">sharp letter to his superiors<\/a> pointing out that while the ship could fight if necessary, failure to rapidly disembark sailors during peacetime risked their lives unnecessarily. <\/p>\n\n\n\n<p>This caused Acting Navy Secretary <a href=\"https:\/\/en.wikipedia.org\/wiki\/Thomas_Modly\">Thomas Modly<\/a> to <a href=\"https:\/\/www.nationalreview.com\/news\/navy-relieves-aircraft-carrier-captain-who-urged-superiors-to-take-sailors-off-his-ship-to-stop-coronavirus-spread\/\" target=\"_blank\" rel=\"noreferrer noopener\">relieve Crozier of his command, ostensibly for going around his chain of command<\/a>.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>I can&#8217;t believe for a second that Crozier simply sent this letter without first expressing his concerns to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=990\" target=\"_blank\">Rear Admiral Stuart Baker<\/a>, Commander of the Theodore Roosevelt Carrier Strike Group and Crozier&#8217;s direct superior, especially if he was &#8220;right down the hall&#8221; as Modly asserts. This looks to me like a case of a CO who worried about training, war fighting, and the well-being of his crew and was not heard by his chain of command when he sounded the alarm &#8211; so be raised his voice.<\/p>\n\n\n\n<p>So I&#8217;m not convinced Modly cashiered the Captain for bucking the chain of command. It looks to me like he sent him packing because he made the Navy&#8217;s civilian leadership and Donald Trump look bad. Modly more or less said so himself. <a rel=\"noreferrer noopener\" href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/04\/03\/826920834\/after-outcry-over-navy-captain-relieved-of-command-assurances-he-wont-be-expelle\" target=\"_blank\">From NPR<\/a>: <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;It creates a panic, and it creates the perception that the Navy is not on the job, the government&#8217;s not on the job, and it&#8217;s just not true.&#8221; Except it is of course true: the Trump Administration had botched the US response to this pandemic since the beginning, when Trump himself suggested that it would &#8220;be just fine&#8221; when asked about it on 22 January.<\/p><\/blockquote>\n\n\n\n<p>Former Navy officers who understand this stuff expressed concern. From <a href=\"https:\/\/www.defenseone.com\/threats\/2020\/04\/aircraft-carrier-captain-fired-poor-judgement-over-coronavirus-letter\/164336\/?oref=d1-in-article\">Defense One<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>John Kirby, a retired rear admiral who served as the State Department\u2019s head spokesman from 2015 to 2017,\u00a0<a href=\"https:\/\/twitter.com\/johnfkirby63\/status\/1245851799011155969\">tweeted<\/a>,\u00a0\u201dI understand the \u2018trust\u00a0&amp;\u00a0confidence\u2019 argument. It\u2019s sacrosanct in the Navy.\u00a0But based on justification put forth by acting\u00a0SECNAVfor why he lost trust\u00a0&amp;\u00a0confidence in the\u00a0TR\u00a0CO, hard to see it as anything other than an over-reaction\u00a0&amp;\u00a0unwarranted at a vital time for the\u00a0ship.\u201d<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Said Lapan, \u201cThere are so many flaws in how the Navy is explaining this that it\u2019s causing people to question what the real reasons\u00a0are.\u201d<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Of Modly\u2019s suggestion that Crozier should have contacted him directly, Lapan said it\u00a0directly contradicts the secretary\u2019s reasoning for the\u00a0firing.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cYou\u2019re the acting secretary of the navy. You\u2019re going to suggest an O-6 ship captain coming directly to you is not going outside the chain of command? Everyone above that O-6 would have been furious,\u201d said\u00a0Lapan.<\/p><\/blockquote>\n\n\n\n<p>For the record, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Michael_M._Gilday\">Admiral Michael Gilday<\/a>, Chief of Naval Operations since 22 August 2019, said he agreed with the decision. Gilday is a decorated officer and a bona fide hero who has a lot invested in the Navy. That said, Trump nominated him for his position only last year and promoted him ahead of more senior officers after a <a rel=\"noreferrer noopener\" href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/07\/08\/adm-bill-moran-out-as-navys-next-cno\/\" target=\"_blank\">scandal derailed the promotion of former Vice CNO Bill Moran.<\/a> I&#8217;d be curious to know who picked him out of the crowd, and if it was former <a href=\"https:\/\/en.wikipedia.org\/wiki\/Richard_V._Spencer\" target=\"_blank\" rel=\"noreferrer noopener\">Navy Secretary Richard Spencer<\/a>, another Trump appointee.<\/p>\n\n\n\n<p>Crozier left his former command to cheers of <a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=mPCx4xP6Sos\" target=\"_blank\">&#8220;the greatest captain we ever had&#8221;<\/a> from his crew, who clearly loved him and knew he had their welfare first in his mind. This officer did the right thing: he spoke truth to power in order to protect the sailors under his command. I would have done the same.
